c) Yes, he used the auxiliar verb "would". In the situation one, when he says he "would" make a week where people from the city could chose to go in groups and help make Beaverton greener. In the situation two he says he "would" have some days where he would give food to the homeless and the ones who need. And, in the situation three, he says he "would" have a contest and the winner could be mayor for a day.
