A forma "verbo to be" no passado acrescida de "going to" é usada quando fazemos referência a algo que faríamos no futuro porém não fizemos.

Essa formação é o que em inglês chamamos de "Future in the Past".  O future in the past pode ser formado a partir da condicional "would" ou, como nos exemplos anteriores, a partir do "verbo to be no passado + going to".

Temos que nos atentar também ao número do verbo. Se estivermos tratando do singular (I, he, she, it ), usaremos "was". Para o plural (we, they) usaremos "were".
