Obligations: People must respect the laws to live well and in peace. This is a way of preserving the society.

Recommendations: People should always respect each other. When we show respect for other people's feeling and rights, we improve the well being of the whole community.

Prohibitions: People mustn't go against the law, smoke in public, speak loudly in hospitals. These are all examples of prohibitions.

Not necessary: People don't have to turn off their cellphones when they are on the bus, for example. People don't have to write letters to comunicate anymore either.
