Explicação:

Quando quisermos colocar uma frase que contenha o Verb to be no negativo tudo o que precisamos fazer é pegar o verbo (am, are, is) e coloca-los em sua forma negativa (am not, aren't (are not), isn't (is not) ) sem mudar de lugar nem nada, já na forma interrogativa é só pegar o verbo e colocar no início da frase, ou melhor, na frente do sujeito da frase.
