I don't know where you live, but in most of the world litter it's a problem, in some places more then others of course.
I think that a person with none knowledge about the dangerous effects off litter will do it without doubt, and there these other people that do it just beacuse it's confotable to them, they just don't care about the side affects.
Some possible consequences are the air poluiton and the terrible smell,, besides this will be focus of parasites like rats.
