Para utilizar a forma interrogativa do past continuous, basta trocar a posição do was ou were.

Veja só:

she was working yesterday.

essa é uma afirmação, (ela estava trabalhando ontem)

já numa frase interrogativa pra fazer a pergunta é só trocar o was e o she de lugar e vira uma pergunta

Was she working yesterday?

( Ela estava trabalhando ontem?)

a mesma coisa vale pra os outros tempos

you like movies. afirmação

(Você gosta de filmes)

do you like movies? interrogativa

(Você gosta de filmes?)

Negativa

O negativo do past continuous é só adicionar “not” a frase.

Exemplos:

I was drinking tea last night (afirmativa)

(Eu estava bebendo chá ontem à noite)

I was not drinking tea last night. (negativa)

(Eu não estava bebendo chá ontem a noite)

A) These shoes weren't very expensive.

b ) This store was not closed last week .
