Não. O uso do "Who" é exclusivo para quando nos referimos a uma pessoa.
No caso do "That", resumidamente, é para quando queremos especificar algo. Por exemplo: My house THAT has a garden is full of bugs. (Minha casa que tem um jardim está cheia de insetos) Da a entender que você tem mais de uma casa.
