Pense assim, o past continuous vc vai usar p acontecimento "longo"  e o simple past no "curto"
 Exemplo:
Pete and Sue__________(study) when their parents__________(arrive).
 O que já estava acontecendo? Os pais deles estavam, chegando quando eles estudaram ou eles estavam estudando quando seus pais chegaram? 
O segundo, certo?
Pete and Sue WERE STUDYING when their parents ARRIVED

Lembre! Quando usar o past continuous, vc deve usar was ou o were que é o verbo to be no passado. Was para singular e were para plural. Espero ter ajudado!
