Aqui nesse caso para passar para a interrogativa, você precisa colocar o verbo no início da frase. Vou deixar o verbo em negrito pra você entender melhor:

b) My dad is going to sell the house

Is my dad going to sell the house?

C) My brother is going to buy some books for me

Is my brother going to buy some books for me?

d) They are going to move for a new country.
