Say and tell are use in different contexts. Say focuses on the words someone said and tell focuses more on the content or message of what someone said.

A-)  I am very disappointed! You only say lies, you never say the true!

Should be disappointed.

B) I am very disappointing! You tell lies, you never speak the truth

Contradictory.

C-) I am very disappointed! You only speak lies, you speak the true!
