Loudly is an adverb. Use it to say that someone is talking loudly:

- I can't concentrate because you're talking too loudly.

Loud is sometimes used as an adverb in more informal speech, but it's normally used as an adjective to say something makes a big noise.

- There was a loud crash (adj)

- I can hear loud talking (adj)
