The verb can means both capacity and permission. I'll take for granted that you are referring to capacity and that the questions are personal:

I) What can you do?

I.1) I can write in English

I.2) I can play soccer somewhat well

I.3) I can go out tonight if I wish

II) What can't you do?

II.1) I can't control time

II.2) I can't put up with boring people

II.3) I can't cook very well
