Resposta:

1- Yes, I agree, when you give internet access to a child, you're exposing that kid to a lot of informations that can be useful to the development and learning, but in other side you can expose her to dangerous informations that can be harmful to her childhood.

2- If you're a parent of that child, yes. A lot of platforms give tools to help in this, for example the parental control in Youtube. Having in mind that a child could be in front of a lot of dangers in internet, it's necessary a supervision of a responsible adult in every contact of the kid.
