Se fosse uma afirmação, seria there are some tigers in Africa. Preste atenção no substantivo (tigers) e não se preocupe com some, any ou qualquer outra coisa. Se There is fosse adequado na sentença, seria: There is a tiger in Africa. Tiger no singular.

There are several kinds of toys to choose from - Aqui se utiliza o there are porque kinds, que em português significa tipos, está no plural.

No caso de There is money on the kitchen table e There is life on Mars, o there is é usado pois money e life são uncountables nouns (substantivos incontáveis). Não tem como contar vida e nem dinheiro, a não ser que seja em moeda e cédulas, mas não é o caso.
