There to be é usado quando nos referimos à existência de algo ou alguém pela primeira vez.

There is é usado para o singular e there are é usado para o plural.

Afirmativa: there is + singular noun; there are + plural noun

Ex.: there is pen on the table.

Negativa: there is + not + singular noun; there are + not + plural noun
