BARBOSA, bar-bô’ za, (de Oliveira) Ruy (1849 - 1923), Brazilian government oficial. He was born in Savador, Brazil, on November 5, 1849. One of Brazil’s greatestbchampions of freedom, he studied law at the Universidade de São Paulo, led an antislavery campaign as editor of the Diário da Bahia, and in 1881 wasc elected to the imperial assembly. His opposition to slavery caused his defeat in the elections following the fall of Manuel Pinto de Souza Dantas government (1885). As minister of finance and justice after the Revolution of 1889, he wrote the decrees of establishing religious liberty, separation of church and state and the federal republic, whose constitution (1891) was largely his work. He was a member of the Permanent Court of International Justice from 1921 until his death in Petrópolis, Brazil, on March 1, 1923.
