Given the fact that ''they'' were doing something in the past that already happened but continued in the past, meaning that they were studying for the final test and they could still be or not, but it's a continuous action, due to the fact that it's not something that happened in the past and ended, plus not happening anymore, which means they were studying in the past and continued studying, they might not be anymore right now, but they were at that point which makes it a past continuous tense.
