Explicação: Nas perguntas, o verbo to be vai na frente do substantivo.
Já no negativo, deve se colocar apenas um "not" após o verbo to be, como se fosse a versão afirmativa, porém com um "not" na frente do "is", "are" e "am". OBS: Isto não se aplica quando a forma comprimida for solicitada, mas a explicação desta forma fica pra outro momento :)
