Não tem como ser first conditional pq são situações hipotéticas. Mas, respondendo em second conditional:
c) If there was some kind of policeman, I'd tell him to arrest the thief.
d) If the phone were near me, I'd immediately call the police, and i wouldn't make any noise.
e) I wouldn't accept the offer, and, probably, i'd call a taxi to drive him home.
