Bilingual education is a form of education in which information is presented to students in two languages. In the United States bilingual education programs are designed to help English language learners, students whose first language is not English, to achieve success in school. For the majority of these students in the U.S. , their native language is Spanish, although immigration brings speakers of many other languages to the country as well.
There has been a lot of discussion in the US, about the benefits of bilingual education and if schools in the U.S. should even spend time and money with these programs. The alternative is to place nonnative English speakers in programs where they learn to speak, read, and write in English before they begin studying other subjects in regular classrooms where all teaching in English.
it is our belief that it is important for the states to continue supporting bilingual education in schools in the U.S. We can't allow non-English speaking students to fall behind other students in sujects like mathematics, science, and social studies while they are learning English, because this will make it very difficult for them to succeed in school and to be able to contribute to society in a positive way when they become adults.
We believe that it is easier for students to learn English if they are literate in their first language, and that a bilingual education will teach these students English as they improve their literacy in their native language and transfer the knowledge they acquire to English. And while it is important for English language learners to learn the language and culture of their new country, the language and culture that they bring from their native countries is a valuable resource that can add to the educational experience of the rest of the students in school.
Bilingual education has been successful in many other countries of the world, and the United States must face the 21st century with the understanding that in today's globalized and technological world, people, services, and goods are moving around much more freely. Our country was created by immigrants, and immigrants have always made important contributions in America. Clearly, our country must continue to accept and include them in our society, and our country will be stronger and more competitive if all of its citizens receive a good and equal education.

1- Age-normed tests of Listening Comprehension, Oral Expression, Reading Comprehension, and Written Expression were administered in grades 1 (n=128), 3, and 5 or 3 (n=113), 5, and 7. 

2- Multiple regressions identified which of the three other language skills explained unique variance in each of the four language skill outcomes and provided additional evidence that language is not a single skill.
