Para se formar a pergunta com o verbo "to be", basta trocar o sujeito com o verbo (be), por exemplo:

"He (sujeito) is (be) drinking water."

Troca-se o sujeito (he) com o verbo (be > is) para formular a pergunta:

"Is he drinking water?"

(Quando se vem um pronome interrogativo (who, what, where, etc), ele então vem na frente: "Where is he drinking water?")

Cuidado:

I > am (presente)/was (passado)
He/She/It > is (presente)/was (passado)
You

You/We/They > are (presente)/were (passado)
