A voz passiva (passive voice), na língua inglesa, é utilizada quando queremos enfatizar o objeto (o paciente) da ação, ao invés do sujeito (que realizou a ação).

A formação da voz passiva exige o uso do verbo to be (conjugado no mesmo tempo de quando a frase é escrita na voz ativa) + verbo no particípio passado.

Portanto, nas frases listadas temos:

Na voz ativa:
(1) My brother has bought a cell phone
(2)My brother bought a cell phone
(3)My brother always buys a cell phone
(4)My brother is buying a cell phone.
(5)My brother was buying a cell phone

Na voz passiva:

(2) A cell phone was bought by him.
A frase na voz ativa está escrita no passado simples, portanto, a frase na voz passiva deve vir também no passado simples: was + bought

(3) A cell phone is always bought by him
A frase na voz ativa está escrita no presente simples, portanto, a frase na voz passiva deve vir também com o verbo to be no presente simples: is (always) + bought

(4) A cell phone is being bought by him
A frase na voz ativa está escrita no presente contínuo, portanto, a frase na voz passiva deve vir também com o verbo to be no presente contínuo: is being + bought

(1) A cell phone has been bought by him
A frase 1 está escrita no present perfect, então, a voz passiva deve ser construída também no present perfect: has been + bought (particípio passado de "buy")

(5) A cell phone was being bought by him
A frase na voz ativa está escrita no passado contínuo, portanto, a frase na voz passiva deve vir também com o verbo to be no passado contínuo: was being + bought
