there was é usado no singular
there were é usado no plural.

There was a carton of milk in the fridge. (Tinha uma caixa de leite na geladeira.)
There were two oranges on the basket. (Tinha duas laranjas na cesta.)
Se você quiser dizer que “não tinha” ou “não havia”, basta dizer there was not (there wasn’t) ou there were not (there weren’t):
There wasn’t a chair there. (Não tinha cadeira lá .)

Já para perguntas é só fazer assim: “was there…?” ou “were there…?”:
