ALSO is an equivalent to "também" in Portuguese, which brings the idea of adding up new info to an old one.
In order to better explain it, please check the example bellow:
My plan is to give some money to poor people, but ALSO to make sure they learn new skills, so they won't find themselves in this sort of situation again in the future.
