Hitler used the instability generated in Germany by it's lost in World War 1.
The german economy was destroyed, Germany lost territory and the national spirit was destroyed too. After the Great Depression, the german economy was even more devastated. The inflation was high and people didn't had money even to eat.

Having that, he used it to attack the government and to gain popularity. He almost was elected president, but lost to Hindenburg, who made him Chancellor.
