You don't have to depend on nobody to learn anything you want. Your effort is enough to do this.
I don't have some people to talk with, but I've made some friends on Instagram and talked to them, I think is a good start.
And do what you like. I for example love music, so I started translating my musics and trying to understand what they were saying. On Instagram you can find great teachers, so go on!
But keep in mind that your English don't have to be perfect, define your goal and be constant!

Você não precisa depender de ninguém para aprender o que quiser. Seu esforço é suficiente para fazer isso.
Não tenho com quem conversar, mas fiz alguns amigos no Instagram e conversei com eles, acho que é um bom começo.
E faça o que gostar. Eu, por exemplo, amo música, então comecei a traduzir minhas músicas e a tentar entender o que elas diziam. No Instagram você pode encontrar ótimos professores, então vá em frente!
Mas lembre-se que seu inglês não precisa ser perfeito, defina seu objetivo e seja constante!
