Canada began outside the process of mercantilist expansion that marked Europe of the Modern Age. The first foreigners to settle were the Vikings, who some 1000 years ago promoted a short period of occupation of the Island of Newfoundland. Primary and secondary education is free. The upper level is heavily subsidized: More than 80% of higher education spending is paid by the provincial governments. This makes Canada's workforce one of the best educated in the world.
Canada is totally free of racial violence, social class or ethnic conflicts. This is recognized by the world as one of the safest places to be to live.
