The present continuous is aimed to refer to an action that is currently in progress, and is formed by the syntactical structure "verb to be in present + main verb in gerund". Example:

The boy is reading a book.


The past continuous, in turn, is aimed to refer to an action that was in progress in the past, and it has got almost the same structure as the present continuous. The difference lies just in the tense of the verb "to be", which shall be in the past.
Example:

Paul was working in the yard
