Explicação:
You should use "there is" for a singular noun, and "there are" for plural ones, in an affirmative sentence. You can also use the contracted forms " there's and there're.
Whenever you are asking a question, you just change the positions = there is/are --> become --> Is/are there.
In negative statements, just add a "not" to there is/are. You can also use the contracted forms " There isn't and there aren't.
