Explicação:
O present continuous expressa uma uma ação momentânea. Já o simple past expressa uma ação já terminada, no passado. Por isso, em seu exercício houve ambiguidade, pois as duas formas seriam aceitas, diante de minhas interpretações das sentenças.
Assim, o verbo "are" é usado com os sujeitos you/we/they, "is" com she/he/it e "am" com I (present continuous). Já o verbo "were" é usado com you/they/we e "was" com I/she/it/he (simple past).
