Quando for indicar algo no singular, se usa o There is, e no plural, There are.

''Isn't'' é uma forma mais rápida de escrever Is not.

Quando for uma pergunta, coloca o auxiliar na frente do sujeito (Ex.: There are; interrogativa: Are there)
