No!

The official language in Brazil is the Portuguese, but, besides that, there're about 150  indigenous languages, according to data from the 2010 Census.

Yes, I think we can consider Brazil a monolingual country, because people are not interested in learnin new languages.

Some schools started to be "Bilingual", but you need to pay more if you wanna attend this type of project... Besides, our country is solving Covid-19 problems yet., in other words, most part of population are not prepared to pay for it, unfortunately.
