Forma interrogativa do THERE IS fica IS THERE e do THERE ARE fica ARE THERE. Daí tu faz a alteração na frase e continua ela pondo interrogação (?) no final.
Para exemplificar:
Frase 01. There is a flag at the top of the building.
Forma interrogativa: Is there a flag at the top of the building?
Frase 02. There are two lamps in the room.
Forma interrogativa: Are there two lamps in the room?
- Com isso tu segue, na forma interrogativa do THERE IS e THERE ARE apenas invertendo a posição e acrescentando a interrogação (?) ao fim das frases.
Forma negativa do THERE IS fica THERE ISN'T ou THERE IS NOT e do THERE ARE fica THERE AREN'T ou THERE ARE NOT. Daí em cada frase que contenha um desses dois é só você ir colocando a forma negativa que eu citei a cima.
Para exemplificar:
Frase 01. There is a flag at the top of the building.
Forma negativa: There isn't a flag at the top of the building.
Frase 02. There are two lamps in the room.
Forma negativa: There aren't two lamps in the room.
