The exercise 5 wants you to complete the sentences with the Past Continous Tense, which means you need to complete using the following rule:

Pronoun + Was/Were + Verb in gerund. 

5. a) Elly was walking on the (...)
b) As Elly was going to the (...)
c) While Elly was trying on a dress (...)
d) Elly wasn't expecting to miss (...) 

All the verbs above has been conjugated on the third person of singular (she), because it refers to "Elly".
