a) Most of the population is within 500 km of the U.S., and because Canadá is very cold.
And as well, the further up north you live, the more expensive goods are.

b) Because people aren´t going to move and develop places that are too isolated away from infrastructure, trade routes, and major population centres. People are going to settle where it´s easy to travel around, where it´s easy to import or export, and where it´s cheap to do so.

That´s why most of the cities are in the south, near the US border.
