To emphasize it. The word is a reference to "trash".

The word "litter" means: small pieces of rubbish that have been left lying on the ground in public places.

d) in your opinion, what was the cartoonist's intention? do you agree with it?

He intended to express the need of the moderns society of social network that often cross the line of a healthy use of the internet. The word Litter used by him shows his position.

I don't agree fully, because these tools can be very useful if used wisely.
