Para fazermos essas frases em forma de pergunta, basta  trocar de lugar o pronome (I, you, we, they, she, he, it) com o verbo To be (am, are, is):

Are you so hot? (Você está muito quente?)

Is he from United Kingdom? (Ele é do Reino Unido?)

Is she sleeping? (Ela está dormindo?)
