1- I dont believe *I've seen you around here before*.
Where have you been all my life?

2- Both sentences are in the present perfect

3- When we first read the cartoon, we expect Garfield talinking with other being, probably a famale cat, but then our expectation breaks when we realize that Garfield is talking with his image at the mirror
