a) Negative: There isn't a boy playing basketball

   Interrogative: Is there a boy playing basketball?

b) Negative: There aren't some people at  the restaurant.

   Interrogative: Are there some people at the restaurant?

c) Negative: There aren't some friends chatting.

   Interrogative: Are there some friends chatting?

Explicação:

Pra formar uma frase negativa, apenas coloque not após o verbo (respeitando o tempo verbal em que ele se encontra).

     Exemplo: He is a teacher --> He isn't (is not) a teacher

E pra formar uma frase interrogativa, você deve colocar o verbo antes do sujeito.

     Exemplo: He is a teacher --> Is he a teacher?
